How to apply for Canada PR visa without IELTS?

The IELTS score table is transferred into CLB-Canadian Language Benchmark for the Express Entry program. It is below-
- 7 – (6.0, 6.0-7.0, 6.0, 6.0)
- 8 – (6.5, 7.5, 6.5, 6.5)
- 9 – (7.0, 8.0, 7.0, 7.0)

SINP – SASKATCHEWAN IMMIGRATION NOMINEE PROGRAM
Saskatchewan is a province of Canada. Its programs are called the Saskatchewan Immigration Nominee Program (SINP). One of the perks about this programs is that it requires a low score of IELTS. The IELTS score of the benchmark is 4.5 CLB. It is easy to score for a low score and apply for SINP in the International Skilled Worker – In-Demand Occupation. MPNP – MANITOBA PROVINCIAL NOMINEE PROGRAM
Manitoba`s provincial program is the Manitoba Provincial Nominee Program (MPNP). The Manitoba Provincial Program select skilled immigrants who, are genuinely interested to meet the labor market needs of the economy of the region. One of the features of this program is that it requires less score of IELTS. Manitoba requires 4 scores in each segment of the module. If a family member resides in the province and is willing to sponsor the applicant for permanent residence, it increases the chance.
AIPP – ATLANTIC IMMIGRATION PILOT PROGRAM
There are four Atlantic Provinces- Nova Scotia, Prince Edward, Newfoundland, and New Brunswick. The AIPP have a partnership between the Government of Canada and the four provinces. This program hires skilled and qualified immigrants and has a job offer before applying for the program. Also, it requires less IELTS score with a CLB of 4 or higher.
Another option for PR visa with low IELTS score is to apply a couple. Select the person with a higher IELTS score and it will not consider the one with the low score.
